Author Description Lucy Hunter Blackburn worked for twenty years in public administration, mainly in the civil service. She is now an ESRC-funded doctoral student at the University of Edinburgh, specialising in student finance, on which she has published extensively. She is a board member of <i>Sceptical Scot</i>.
